Written Answers. - Investigation of County Monaghan Company.

Question:

62 Mr. Boylan asked the Minister for Agriculture and Food if he has carried out a full investigation of a company (details supplied) in County Monaghan; if he has discovered any discrepancies in relation to the imports and exports being operated by this company; if he is satisfied that the plant was being run by competent personnel in view of the fact that previous to the IDA grant, the company had been grant aided by Fóir Teoranta; his views on whether it was prudent to allocate a second grant to the company without thoroughly investigating the company; if any significance is to be attached to the discovery of sealed empty boxes in various locations throughout the factory; if he is satisfied that his Department's inspection in the factory was adequate; if he will give an assurance that the farmer suppliers to this company will be fully compensated; and if he will make a statement on the matter.

I have asked for a report from my Department and the IDA on those aspects of this case for which they have responsibility. Because of the confidential nature of the Department's and the authority's dealings with individual companies it would be inappropriate to comment further on these aspects of the matter. However, I can say that I am satisfied that the inspection staff at the plant was adequate for hygiene control and meat certification for which my Department is responsible.

I can confirm that the IDA examined and evaluated the company in detail prior to grant approval and satisfied itself as to the commercial viability of the venture at the time. The investment was progressed with the involvement of new overseas investors which represented a significant additional initiative in the development of the enterprise.

The closure of the company is very regrettable especially because of the jobs at risk. While I am also concerned about the farmer suppliers who are owed money by the company, this is now essentially a matter between the suppliers and the receiver.

The plant is in excellent condition and is one of the most modern in the business. I am therefore hopeful of positive developments regarding its future. The FEOGA and State moneys involved were used to build a substantial asset which is of benefit to the industry. I understand that the receiver has advertised the plant for sale by tender. I am anxious that a buyer would be found so that operations at the plant could resume as soon as possible.
