Question:

171 Mr. Nealon asked the Minister for Energy the title and terms of reference of each commission, committee, working group or other similar body set up since 1 January 1986 to advise him on the policy or functions of his Department; the nature of each body, that is, whether it is permanent or ad hoc; when each ad hoc body reported; its recommendations; and the action, if any, which has been taken or is being taken in regard to same.

1. Whitegate Upgrade Task Force

(a) Identify investment options for Whitegate and Whiddy including partnership arrangement.

(b) Examination of the technical economic and financial aspects of the investment option identified.

2. Cutaway Bogs expert Committee.

To examine all options for the division of the acreage of Bórd Na Mona bog as it becomes available.

3* Working party on the options for interconnection of electricity and/or gas networks with UK/Europe.

Examine the question of meeting future Irish energy requirements in the context of possible gas and/or electricity interconnection with another country.

Natural GasIn the long term further indigenous gas supplies would be the best solution. Without these any gas imports would need to be on stream by 1997.

ElectricityThe question of proceeding with precontrast phase studies and discussions with the UK merits early consideration because of long lead-time involved. There is also a strong case for restoration of the electricity link with Northern Ireland when this becomes feasible.

4.* Committee on EC Structural Funds.

To prepare an operational programme for energy for EC Structural Fund purposes.

The programme set out the development measures which are planned up to 1993 in the energy area. These are summarised in Ireland's “National Development Plan 1989-1993” which was submitted to the EC Commission in March 1989.

5. Working group on Combined Heat and Power.

To review Departmental policy on CHP.

Report expected by the end of April, 1990.

6. Working party on guidelines for Forestry activities as they relate to Fisheries.

To prepare guidelines for forestry activities as they relate to fisheries.

Action Taken
3.*Natural Gas.
The Government decided recently to go ahead with the extensive planning requirements that are necessary prior to implementation of a gas inter-connector.
Electricity
Contacts have been renewed with the UK authorities and these will be progressed further during the coming months.
4.* EC Structural Funds.
The priorities for investment in energy as set out in the National Plan are now being implemented.
