225 Mr. D. Ahern asked the Minister for the Environment the plans, if any, he has to carry out a publicity campaign to promote the use of pedestrian armbands for road use among school children and the public generally; and if he will make a statement on the matter.

241 Mr. D. Ahern asked the Minister for the Environment the plans, if any, he has to make the wearing of armbands by pedestrian compulsory at night time; and if he will make a statement on the matter.

I am taking Questions Nos. 225 and 241 together.

I do not propose to make compulsory the wearing of reflectorised armbands by pedestrians at night time. Such a requirement would be extremely difficult to enforce.

The National Safety Council, through its publicity and education programme promotes the wearing of reflectorised armbands by pedestrians and pedal cyclists on an on-going basis. They have the active support of local authorities and other bodies for this work and I consider this approach to be the most appropriate way to deal with this matter.
