Question:

310 Mr. Nealon asked the Minister for Tourism and Transport the title and terms of reference of each commission, committee, working group or other similar body set up since 1 January 1986 to advise him on the policy of functions of his Department; the nature of each body, that is, whether it is permanent or ad hoc; when each ad hoc body reported; its recommendations; and the action, if any, which has been taken or is being taken in regard to same.

Working Group to review the Road Transport Act, 1932.

To review the operation of the Road Transport Act, 1932 and to recommend principles for a new Bill to suit the road passenger transport needs of the 1990s

Status: Ad hoc

Inter-Departmental Committee to review access to road and rail transport for mobility handicapped persons.

To review existing road and rail transport arrangements for disabled persons — and mobility handicapped persons generally — and to make recommendations for appropriate action including any legislation deemed necessary.

The Committee's First Report of May 1989 recommended a priority programme for improving access to rail services. The necessary adaptation works have already been completed at Mallow Station by Iarnród Éireann. Those at Tara Street Station involving access via lifts and escalators to both platforms, as recommended by the Committee to allow wheelchair access, are nearly completion. Other recommendations (including provision of portable ramps, etc.) are being acted on as resources permit.

The Committee's Second Report of December 1989 addressed in a preliminary way the very complex issue of imporving access to road transport. Inspired by the Committee, Bus Atha Cliath has decided that replacement buses will be more accessible. The Minister for the Environment is examining the Committee's recommendations that a wheelchair-accessible standard should be prescribed for all taxis.

Working Group to consider the options of light rail and busway in relation to the former Harbourt Street railway line and between Tallaght and the City Centre.

Aer Lingus Review Group

An Ad hoc Interdepartmental Review Group to examine the Aer Lingus Group's fleet replacement strategy and associated funding proposals was established in July 1986 and reported The recommendations of the Report are confidential and form part of the ongoing process of aviation policy review. In accordance with normal practice in this area, the Review Group's report was not published.

The Air Navigation Services Office Advisory Council.

The general remit is to: Act as a forum for dialogue between the Air Navigation Services Office and its users.

Nil

Established: October 1989

Status: Ad hoc pending final decisions in relation to the institutional structures for the Air Navigation Services Office.

Provide a broader base of technical expertise than would be available internally in the office.

Act as an informal channel on the effectiveness of the Air Navigation Services Office. Provide a source of independent advice for the Minister and for the Department.
