Question:

65 Mr. Moynihan asked the Minister for Finance the present position regarding the allocation of the Structural Funds; when applicants will be in receipt of their allocation; and if he will make a statement on the matter.

The Community Support Framework for Ireland 1989-1993 (CSF) adopted by the Commission of the European Communities in October 1989, made a commitment of over £2.86 billion to Ireland over the period 1989-93. An allocation of a proportionate amount from the reserve retained by the Commission for Community initiatives would give Ireland a total allocation of about £3 billion.

Five of the operational programmes which will give effect to the measures in the Community Support Framework have already been approved by the Commission. The other seven programmes are being discussed with the Commission and should be approved shortly.

All the programmes under the Community Support Framework are already in operation. The increased EC funding has already enabled the development measures identified in the national plan to be progressively implemented. No delay was necessary in the implementation of measures as provisions had been made in the Estimates in 1989 and again in 1990 in anticipation of the increased funding.
