Question:

65 Mr. J. O'Keeffe asked the Minister for Agriculture and Food if, in light of delays in the Land Registry, he will establish alternative arrangements for proof of title such as solicitors' certification that transfer deeds have been lodged for registration in order that payment of installation aid and other farm grants is not held up indefinitely.

Under EC rules payment of the installation aid can be made to young farmers who can prove that they are taking over a farm for the first time. In Ireland to be eligible an applicant must furnish evidence of registration. This is necessary to determine a number of conditions of eligibility. I understand that where a special request is made on genuine hardship grounds the Land Registry can arrange for registration as a matter of urgency.
