Written Answers. - Right to Strike.

Question:

37 Mr. Bell asked the Minister for Labour if he will consider introducing a positive right to strike in proposed industrial relations legislation; and if he will make a statement on the matter.

When I assumed office in 1987, I had to decide on how best to achieve further progress in getting adequate agreement and consensus on the amendments to trade dispute, trade union and industrial relations law. I opted for practical and pragmatic proposals which are at present before the House in the form of the Industrial Relations Bill, 1989. In fact, in my closing speech on the Second Stage, I covered the issue raised by the Deputy. I opted for the immunities approach as I felt this had the best chance of success. I believe this was the right approach.
