Written Answers. - Derelict Sites Legislation.

Question:

261 Mr. Quinn asked the Minister for the Environment when he proposes to bring in the various provisions of the derelict sites legislation; if he would indicate when residents associations and community groups will be in a position to petition their local authorities to have included on the register of derelict sites areas buildings and other types of sites which are derelict; and if he will make a statement on the matter.

The Derelict Sites Bill, 1989 is designed to come into operation upon its enactment. The only significant matter which will depend on further regulations is the fixing of the first local financial year from which the derelict sites levy will begin to operate; this will be done as soon as is practicable.

Compilation by local authorities of the derelict sites register will begin as soon as the Bill is enacted and must be completed within one year. While the Bill does not provide formally for public participation in this process, it will be open to the public to make known any concerns on this or other aspects of the Bill's administration to the appropriate local authority.
