Written Answers. - EC Habitats Directive.

Question:

264 Mr. Quinn asked the Minister for the Environment if he will outline Ireland's position in relation to the EC Habitats Directive; the present position within the European Community of the draft directive; and if he will make a statement on the matter.

Ireland strongly supports the aim of the proposal, this being the conservation of habitats and species of European significance and the advancement of the draft directive was included in the Presidency work programme.

I made representations to the Commissioner to have this and other proposals of particular interest to the Irish Presidency expedited, especially a proposal for funding habitat protection which the Commission has promised. However, difficulties with the Commission, and outside the control of the Presidency, have resulted in delays in finally presenting the complete Commission proposal to the Council and to the European Parliament.
I intend to bring the habitats proposal before Council at its meeting on 7 June and expect to make progress, but the proposal cannot be adopted until it has been fully examined at official level in its complete form and the European Parliament's opinion has been received.
