81 Mr. J. Bruton asked the Minister for Foreign Affairs if it is proposed to raise the situation in Lithuania during the EC Summit on 28th April, 1990.

82 Mr. J. Bruton asked the Minister for Foreign Affairs if, in the context of Ireland's Presidency of the European Council, any representations have been made to the Soviet authorities in regard to their attitude towards the demand for self-determination of the people of Latvia, Lithuania and Estonia, in view of Ireland's historic stance of non-recognition of the Soviet annexation of these three nations.

I propose to take these Questions Nos. 81 and 82 together. The special session of the European Council on 28 April is being convened in order to deal with the implications for the Community of developments in Central and Eastern Europe, in particular the unification of Germany, the CSCE Summit and the future development of the Community itself. The question of Lithuania is not on the agenda.

The Presidency has made representations to the Soviet authorities, on behalf of the member states of the Community, regarding the political situation in Lithuania. These representations set out the concerns of the Twelve regarding the situation, as reflected in their statements of 24 March, 4 and 21 April. Copies of these statements have been placed in the Library of the House.
