Question:

103 Mrs. Owen asked the Minister for Foreign Affairs if he will make provision in the 1991 Estimates to restore the administration grant to HEDCO, which he removed in 1990, as the organisation is having to put more of its energies into competing for international projects thus lessening its role in Irish initiatives.

Following a review in 1986, the basis on which HEDCO is paid for their services to the bilateral aid programme was changed over the period 1986-1989 from an administration grant to a management fee in respect of projects managed by HEDCO for the Department. The changeover coincided with a period of budgetary cuts which reduced bilateral aid activities generally and also the scale of HEDCO's income from the bilateral aid programme — see table below. The new system, under which the management fee is based on a percentage of project funding handled by HEDCO, is simpler and operates satisfactorily and it is not proposed to revert to the old method for 1991.
