The registration of ownership of vehicles is primarily a matter for local licensing authorities and inquiries regarding any particular application should be directed to the licensing authority concerned. In this case, I understand that there is no record in the Kilkenny motor tax office of the receipt of an application for vehicle registration from the person concerned.
