Question:

193 Mr. McGrath asked the Minister for the Environment if he will give details of the local authorities who have re-cycling plants in operation; if he has offered grant-aid to facilitate local authorities to install such plants; and when he expects every local authority to have a plant in operation.

Question:

202 Mr. Gilmore asked the Minister for the Environment if he will list the payments which have been made to date in 1990 to voluntary bodies and local authorities for small scale recycling activities; and the total amount of such payments.

I propose to take Questions Nos. 193 and 202 together.

The scheme of grants for small-scale recycling projects applys both to local authorities and to voluntary organisations. In the case of local authorities, the grant scheme is directed mainly towards involvement in the provision of bottle banks, skips and other containers for waste materials and in the selection and provision of suitable locations for them. I would not consider it appropriate for local authorities to become directly involved in the operation of recycling plant nor would they be equipped to do so. This type of activity is more appropriate to the commercial sector.
The recycling grant allocations of £500,000 for 1990 will be decided on very shortly.
