Written Answers. - Recycling Scheme.

Question:

35 Mr. Garland asked the Minister for the Environment the percentage of local authorities who have proposed a recycling scheme for their areas; and whether this is in conformity with the Government's environment action programme which contained a commitment that each local authority would prepare a recycling scheme for its area by June, 1990.

Question:

220 Mr. Gilmore asked the Minister for the Environment if he will list the local authorities which have prepared a recycling scheme as directed by him; and the special funds which have been allocated to local authorities to proceed with recycling schemes.

I propose to take Questions Nos. 35 and 220 together. Each of the larger local authorities (county councils, county borough corporations and Dún Laoghaire Borough Council) were directed to prepare a recycling scheme for their area by the end of June 1990. Only two local authorities, Dublin and Cork Corporations, have so far submitted such schemes. This is an extremely disappointing response to the Government's initiative. I intend to write personally to the city and county managers concerned pressing for immediate action.

There is no grant assistance available for the preparation of a recycling scheme.
