Question:

112 Mrs. Owen asked the Minister for Justice if he will review the case of a person (details supplied) in County Dublin who received an excessive fine for a parking offence as the person concerned no longer owned the offending vehicle.

In replying to this question I want to make it clear that I am not in any way subscribing to the statements relating to the fine imposed or to the position of the person fined in regard to ownership of the vehicle.

The only power conferred by law on the Minister for Justice, in relation to fines imposed by the courts, is to remit or mitigate the fine in whole or in part on foot of a petition. I have in fact considered a petition submitted to me in this case.
