30 Mr. Shatter asked the Minister for the Environment his views on whether there is a need to establish and approve a driving instructor register to provide for compulsory training for all driving instructors; and if he will make a statement on the matter.

When I launched the National Road Safety Campaign on 27 September last, I announced that I would consider the establishment of a system of approving driving instructors on a voluntary basis. The organisations concerned are being consulted with a view to developing the proposal.
