Question:

68 Mr. Garland asked the Minister for the Environment if he will consider an amendment to the Local Government (Planning and Development) Regulation of 1977 concerning pig farming which is an increasingly worrying problem; and if he has received requests from any local authorities seeking such an amendment.

The current regulations make the construction, within certain limits, of farm buildings for housing animals, including pigs, exempted development for the purposes of the Planning Acts. Farm installations above the specified limits are subject to planning permission and are also subject to environmental impact assessment in certain cases. A general review of planning regulations, including the provisions relating to exempted development, is in progress in my Department; account will be taken in this review of suggestions received from planning authorities.
