Question:

77 Mr. Browne (Carlow-Kilkenny) asked the Minister for the Environment if he has any plans to curb the use of car telephones by drivers following his reply to Parliamentary Question No. 12 of 14 November, 1989 in which he stated that he had no plans at that time to make regulations.

When I launched the National Road Safety campaign on 27 September 1990, I announced that I would be advising drivers not to use hand held telephones while driving.

The next edition of the "Rules of the Road" Booklet — which will be published next year — will advise drivers to stop at a safe location, before making or receiving a call on a hand-held telephone.

In addition, my Department has asked Bord Telecom to consider including a prominent message in relevant telephone bills regarding the safe use of hand held telephones in vehicles.
