Appropriation Bill, 1990: All Stages.

Leave granted to introduce a Bill entitled an Act to apply a certain sum out of the Central Fund to the service of the year ended on the 31st day of December, 1987, and to appropriate to the proper supply services and purposes sums granted by the Central Fund (Permanent Provisions) Act, 1965, and this Act.

On a point of order. I do not want to make a major issue of this, but we are being asked to pass a Bill which the House has not even seen. It has been argued on previous occasions that it is a technical matter and that it is traditionally done in this way. However, it is a bad practice in this House to pass a Bill which we have not seen.

This Bill is certified a Money Bill in accordance with Article 22 of the Constitution.
