Edward Nealon

Question:

131 Mr. Nealon asked the Minister for Agriculture and Food (1) the percentage of headage grants paid out before Christmas 1990 to herd owners in (a) County Sligo and (b) County Leitrim; the percentage now paid out; and when it is expected that the final cheques for the two counties will be paid.

Virtually all the eligible County Leitrim flockowners and 91 per cent of the County Sligo flockowners were paid 1990 sheep headage grants before Christmas 1990 and some 95 per cent of County Sligo flockowners have now received those grants. The remaining 5 per cent of sheep cases unpaid are query cases that can be paid once the flockowners respond to my Department's queries.

Virtually all of the eligible County Leitrim and County Sligo flockowners were paid the 1989 ewe premium and two advance payments under the 1990 ewe premium scheme before Christmas 1990. The remaining portion of the 1990 ewe premium cannot be made until the EC Commission is in a position to decide on the precise level of the premium for that year.

The percentage of headage grants paid to herdowners in both counties under the 1990 cattle schemes are as follows:

It is expected that the bulk of payments will be made by March.
I cannot say at present when the final payable orders for the two counties will issue as some cases are still under query and it is not possible to say when satisfactory replies to the queries will be received.

Question:

132 Mr. Nealon asked the Minister for Agriculture and Food if he will outline (a) the actual increase and (b) the percentage increase, per livestock unit which will be paid to herd owners in the existing disadvantaged areas in 1991-92 arising out of the extra money provided in the budget and taking into consideration all other relevant factors including the EC contribution.

Pending the EC's decision on the extension and reclassification of our disadvantaged areas I do not propose announcing the increased payments that will be made to herdowners this year on foot of the extra funds made available in the budget. Once the EC decision is taken details of the increases will be announced in the usual way.

133 Mr. Hogan asked the Minister for Agriculture and Food when an EC suckler and special beef premium will be paid to a person (details supplied) in County Kilkenny.

My Department is investigating why he failed to present three of the cattle listed on his application at inspection under the special beef premium. When these investigations are completed a decision on whether grants can be paid will be made.

135 Mr. Hogan asked the Minister for Agriculture and Food when a farm development grant will be paid to a person (details supplied) in County Kilkenny.

It is hoped to have this grant paid within the next four to five weeks.

136 Mr. Belton asked the Minister for Agriculture and Food when a beef premium grant will be paid to a person (details supplied) in County Longford.

This applicant has already been paid his 1990 beef cow and equines headage scheme grant. His 1990 special beef premium scheme payment is being processed and will issue shortly.
