Written Answers. - Social Welfare Benefits.

Question:

79 Mr. J. Fahey asked the Minister for Social Welfare the reason a person (details supplied) in County Waterford has not received payment of disability benefit since 7 December 1990; and when payment will issue.

It is assumed that the Deputy refers to the entitlement to unemployment benefit in this case. Entitlement to unemployment benefit is subject, inter alia, to the condition that a person must have at least 39 contributions paid or credited in the governing contribution year.

The person concerned claimed unemployment benefit on 6 December 1990. According to the Department's records she had only nine paid and eight credited contributions in the contribution year 6 April 1988 to 5 April 1989 which governs her entitlement to benefit in 1990.

Inquiries had to be made to establish whether she was entitled to additional credited contributions awarded to persons entering employment for the first time.

These inquiries have now been completed and, as a result, her claim has been allowed at the maximum rate for a single person of £48.00 per week. Arrangements are being made to pay all arrears due next week.

Question:

80 Mr. J. Fahey asked the Minister for Social Welfare the reason for the delay in having a deserted wife's book returned to a person (details supplied) in County Tipperary; and when all moneys due will issue.

The person concerned reported that she lost her payment book on 28 November 1990. Replacement books were issued to her local post office on 17 December 1990. The lost books were cashed up to, and including, 21 November 1990. The replacement books were issued as soon as details of the last encashment date of vouchers in the lost books had been confirmed.

A payable order for £254.00, being the net amount of arrears due for the period 22 November 1990 to 26 December 1990, issued to the person concerned on 7 February 1991. The arrears had to be adjusted to take account of payments of interim supplementary welfare made to the person concerned by the relevant health board.
