Question:

62 Mr. J. Higgins asked the Minister for Finance if he proposes introducing regulations making it mandatory that all public sector posts be advertised; and if he will make a statement on the matter.

My direct responsibility for the recruitment of staff in the public sector relates to the Civil Service. Under the terms of the Civil Service Commissioners Act, 1956, the entry of a person to the Civil Service must, with certain exceptions of very limited application, be made as a result of a competition held by the Civil Service Commissioners. All of these competitions are advertised. Posts may also be filled by the transfer or promotion of serving staff. I have no plans to propose amendments to the Act in question.
