Written Answers. - Internal Market Directives.

152 Mr. Quinn asked the Minister for Energy whether in respect of the completion of the Internal Market by 1992, he will outline in respect of his Department (1) which directives are his responsibility, (2) the directives which have now been passed, (3) the draft directives which remain outstanding and (4) when these outstanding draft directives will be passed; and if he will make a statement on the matter.

A number of draft directives applicable to my area of responsibility have been proposed in the context of completing the Internal Market. Details are as follows: A Council Directive 90/377/EEC concerning a Community procedure to improve the transparency of gas and electricity prices charged to industrial end users was agreed during the Irish Presidency and was adopted on 29 June 1990. A Council Directive 90/547/EEC on the transit of electricity through transmission grids was discussed and agreed during our Presidency and was adopted on 29 October 1990.

A proposal for a Council directive on transit of natural gas was considered during the Irish Presidency and a common position was reached on the proposal in May 1990. It is expected that it will shortly be adopted. A proposal for a Council directive providing for appropriate measures to be taken in the event of difficulties in the supply of crude oil and petroleum products to the Community and a proposal for a Council directive laying down detailed implementing rules with regard to oil stocks have recently been put forward by the Commission to the Council for consideration. Discussions on these proposals are at an early stage and it is not possible to indicate a precise time scale for their adoption or otherwise.

A proposal for a Council directive in the context of Conservation of Energy, concerning the efficiency requirements for new hot-water boilers fired with liquid or gaseous fuels, was submitted by the Commission to the Council in October 1990 and is under discussion. It is not possible to indicate a time scale for completion to the Council's consideration of this proposal.
