Question:

109 Mr. Connor asked the Minister for Agriculture and Food if his attention has been drawn to the fact that many farmers with only rented land, who qualified for cattle headage and other livestock schemes previously, found this year that they did not qualify for such schemes; the reason for this change; and if he will give an undertaking that the previous arrangements, which allowed such farmers to qualify, will be re-instated for the 1991 schemes.

There has been no change in this rule to the disadvantaged areas cattle, equines, sheep and goat headage schemes.

Where a first-time applicant has nothing but rented land in the disadvantaged areas he or she is asked to supply a five-year lease of such lands so as to satisfy the undertaking to be given by each applicant under those schemes that he or she will stay farming for five years. Where such a lease is provided an applicant may be paid grants if eligible under all other headings.
