Written Answers. - Residents' Parking Discs.

Question:

247 Mr. Quinn asked the Minister for the Environment if his attention has been drawn to the widespread concern of people who live in residential disc parking zones, about the security of their homes by the requirement in the road traffic legislation that requires that the holder of a residential parking disc to display their name and address on the car window which, when their car is not parked outside their home, gives potential intruders information that the house is more than likely unoccupied; if he will enter into discussions with Dublin Corporation and the Garda with a view to making changes to deal with this security problem; and if he will make a statement on the matter.

Requirements relating to the contents of residents' parking discs are determined in local by-laws made by the Garda Commissioner, with my consent, under sections 89 and 90 of the Road Traffic Act 1961 (No. 24 of 1961).

An amendment to existing by-laws throughout the country which will remove the requirement to display the name and address of the resident on the parking disc is, I understand, being considered by the Garda Commissioner.

The requirement has already been removed in the case of County Westmeath by amending by-laws made on 19th December last.
