Question:

77 Mr. Shatter asked the Minister for Foreign Affairs if he will arrange for a travel grant to be made available for four young Irish people invited to participate in the Youth Symphonic Band of the European Communities in Luxembourg from 29 March to 10 April, 1991; whether such a grant can be made available through his Department; and if he will make a statement on the matter.

The funds provided to my Department for the promotion of cultural relations are normally allocated on the recommendation of the cultural relations committee, an independent body of experts appointed to advise on the artistic and cultural merits of applications submitted for funding.

The cultural relations committee received an application from one Irish musician for funding towards the cost of his participation in the tour by the Youth Symphonic Band of the European Communities. On the committee's recommendation, I was very happy to approve a grant towards his costs. Should the other musicians apply to the committee for assistance, I have no doubt that their applications will, likewise, be given every possible consideration.
