May I ask the Taoiseach whether a report in one of the papers this morning that the foreign affairs committee is to be set up very shortly with Deputy Brian Lenihan as chairman is correct?

I have already dealt with that on a number of occasions. The proposal to establish a foreign affairs committee is proceeding.

Will the Taoiseach give the House an indication when it may proceed to a conclusion.

In this session.

Will the Taoiseach say when the legislation promised in response to the European Court decision with regard to the law dealing with homo-sexuals in Ireland will be introduced? Is the Taoiseach aware that there is a man currently serving two years' imprisonment in Mountjoy Jail, or elsewhere, who might not be there had this legislation been put in place, as promised, over two years ago?

Is legislation promised in this area?

I cannot give the Deputy an exact date at present but I will communicate with him about it.

May I impress on the Taoiseach the urgency of the matter in view of the fact that there is a man perhaps needlessly serving two years' imprisonment——

The Deputy has made that point. There is no need for elaboration.

Will the Taoiseach say whether the local government reform Bill will be circulated this week?

It is on its way.

A Cheann Comhairle, your office advised me today that the matter I had sought permission to raise on the Adjournment with regard to the Cape Clear Island generator was not a subject suitable for an Adjournment Debate. In view of the urgency involved perhaps you might indicate, Sir, how this matter can be raised? Perhaps the Minister for Energy might be prepared to comment thereon?

Not now, Deputy. If my office can be of any assistance to the Deputy, they will be.

Can the Taoiseach indicate if it is proposed to have the Child Care Bill put through both Houses and enacted by the summer recess?

That is the ambition.
