Question:

134 Mrs. Fennell asked the Minister for Industry and Commerce if he will indicate the legislative measures his Department must take consequent to EC Directives in preparation for the open market in 1992.

While the majority of measures, including those contained in the EC Commission's programme, for the completion of the internal market, will necessitate national legislative measures to give effect to their provisions, it is not possible, at this stage, to anticipate precisely their number, subject matter or the form they will take, in so far as they concern my Department. Each will be decided on a case by case basis. As to form, EC internal market measures are generally transposed into national legislation either by statutory instrument under the European Communities Act, 1972, or by primary legislation.
