Written Answers. - Single Market Directives.

Question:

177 Mrs. Fennell asked the Minister for the Environment if he will indicate the legislative measures his Department must take consequent to EC Directives in preparation for the open market in 1992.

Regulations will be required, and are being prepared, to give effect to the following EC Directives related to the completion of the internal market for which my Department have responsibility; Directive 89/458/EEC amending with regard to emission standards for cars below 1.4 litres, Directive 70/220/EEC on the approximation of laws of member states relating to measures to be taken against air pollution by emissions from motor vehicles; Directive 89/106/EEC on the approximation of the laws, regulations and administrative provisions of the member states relating to construction products; Directive 90/232/EEC on the approximation of the laws of member states relating to insurance against civil liability in respect of the use of motor vehicles.

A "Common position" has been reached in the Council of Environment Ministers on proposals relating to emission standards for medium and large cars and for diesel engined large commercial vehicles. Regulations are also likely to be required in these cases.
