Written Answers. - Dublin Area Development Plans.

Question:

184 Mr. Ryan asked the Minister for the Environment if his attention has been drawn to the existence of three separate new development plans by three local authorities for the Dublin area; and if he will suspend their operation until there is an integrated strategic plan for the Dublin area covering land use and transport; and if he will make a statement on the matter.

Dublin County Council, Dublin Corporation and Dún Laoghaire Corporation are, in compliance with their statutory obligations under section 20 of the Local Government (Planning and Development) Act, 1963, (as amended), each in the process of reviewing their development plans for their respective areas of responsibility. There are staffing and organisational arrangements in place to facilitate co-ordination of this process.

The development plan plays an integral role in the development control process and it would not be appropriate to suspend the operation of the statutory development plan review procedure.
My Department have commissioned a major land/use transportation study for the Greater Dublin Area which is being undertaken in two phases. Phase 1, which is in progress, involves a review of the existing transportation situation, while Phase 2 will result in the development of a strategy to meet existing and future transportation needs. When Phase 2 is completed, it would be a matter for the relevant planning authorities to make any further revisions to their development plans having regard to the outcome of the study.
