Question:

26 Mr. Yates asked the Minister for the Environment if he will clarify the reasons for the delay in bringing forward the Roads Bill, 1991; and whether the national roads authority proposed will be an independent semi-State body or an executive office within a Government Department; and if he will make a statement on the matter.

The Roads Bill, 1991, which I presented on 30 April 1991, provides for the establishment of the National Roads Authority as an independent statutory authority.
