Question:

51 Mr. Gilmore asked the Minister for the Environment if, in view of the poor turn-out at the last local government elections, he will outline the plans he has to encourage a higher voting level in this year's elections; and if he will make a statement on the matter.

Under the local elections regulations, the returning officer at a local election is required to give public notice of the election, including details of the date and period in which the poll will take place. These regulations also provide that the elected members of a local authority may decide by resolution that polling cards be issued to inform each elector of the date of the poll and the place at which the elector may vote.

I consider that these measures are adequate to inform electors that elections are taking place. It would not be appropriate for me or my Department to engage in a campaign urging electors to vote. This is a function traditionally exercised by the parties and candidates and the relatively high turn-out at local elections here is testimony of their efficiency in this regard.
