Question:

56 Tomás Mac Giolla asked the Minister for the Environment if he will consider amending the Local Government (Financial Provisions) (No. 2) Act, 1983 to remove the right of local authorities to seek orders jailing persons who have not paid service charges; and if he will make a statement on the matter.

The provision in question enables a local authority to recover an amount outstanding "as a simple contract debt in any court of competent jurisdiction". I do not propose to amend this.
