Written Answers. - Siting of Rubbish Skips.

Question:

124 Mrs. Fennell asked the Minister for the Environment if his attention has been drawn to the fact that the law regulating the siting and lighting of rubbish skips on public roads is very inadequate; and if he intends to introduce stricter controls to reduce the number of accidents caused by them.

I refer to the reply to Question No. 15 of 7 March last on this subject.

Local traffic and parking by-laws made by the Garda Commissioner with my consent provide that a person shall not deposit or leave a skip on a roadway or footpath during a period when vehicles are required to be lit unless the skip is so lit as to be clearly visible and does not cause any danger to other road users. The by-laws also prohibit the deposit of a skip on a clearway or a footpath adjoining a clearway during clearway hours.

The question of applying more comprehensive controls on the deposit of skips will be considered in the context of a general review of road traffic legislation and in the preparation of legislation on waste.
