Liam Aylward

Question:

50 Mr. Aylward asked the Minister for Agriculture and Food if he will arrange early payment of a special beef premium to a person (details supplied) in County Kilkenny.

This applicant has been deemed ineligible for payment under the 1990 special beef premium scheme as he did not maintain the number of animals on which he applied for premium for two months as required under the terms and conditions of the scheme.

Michael Creed

Question:

51 Mr. Creed asked the Minister for Agriculture and Food when an application for an installation aid grant by a person (details supplied) in County Cork will be paid.

It is hoped to have this application determined shortly. If the applicant is found to be eligible payment will be made as soon as possible.

Question:

52 Mrs. T. Ahearn asked the Minister for Agriculture and Food if he will review the case of a person (details supplied) in County Tipperary who was refused a special beef premium, because it was alleged that he did not comply with the regulations, in that he sold cattle within the period in which they were to be inspected, in view of the fact that (1) he supplied, as requested, the documentation proving sale of cattle and (2) informed the local veterinary office that he had to sell some cattle because of financial difficulties and that furthermore no one came to inspect the animals.

This applicant has been requested to submit cattle identity cards in respect of a number of animals on which he applied for the 1990 special beef premium and when he does so his eligibility for grants under that scheme will be considered further. Selling animals for financial reasons does not constitute an acceptable force majeure under EC regulations.

Question:

53 Mrs. T. Ahearn asked the Minister for Agriculture and Food when cattle headage grant will be paid to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

This applicant's 1990 special beef premium scheme grant is being processed and payment will issue shortly.

Austin Deasy

Question:

54 Mr. Deasy asked the Minister for Agriculture and Food the reason payment of a special beef premium to a person (details supplied) in County Waterford has not been made for all the animals on his application in view of the fact that he fully complied with all of the criteria for the grant; and if he will ensure that full payment is made.

This applicant was not paid the 1990 special beef premium on 11 animals because he sold ten of these animals without submitting their identify cards as required and the remaining animal had already been earpunched as having previously received the premium.
