Question:

189 Mr. Creed asked the Minister for Tourism, Transport and Communications his views on whether it is just and acceptable that the proposed provision of all charges in the 026 STD area will provide for 30,396 working lines at local call charges, whilst adjacent STD codes 021, 022 and 025 will all have in excess of 80,000 lines available to them at local call charges.

Section 90 of the Postal and Telecommunications Services Act, 1983 provides that Telecom Éireann may make a scheme providing for all charges which are to be made by it and the other terms and conditions which are to be applicable to its services. Telecom Éireann, in exercise of the powers conferred on it by section 90 has made the TeleCommunications Scheme 1990 (S.I. No. 91 of 1990). Article 52 of this scheme allows Telecom Éireann to classify telephone exchanges into groups and to determine in relation to each telephone group what telephone groups, if any, are to be regarded as adjacent to it and the point which is to be used for measuring distances for the purpose of charging for telephone calls.
