Question:

66 Mr. Nealon asked the Minister for Finance the grades in the Civil Service to which merit pay applies; the way in which the system operates; and his proposals for extending the arrangements.

Merit pay applies in the Civil Service to the grade of Assistant Secretary and some other grades at that level. The system is based on variable progression through a pay range by reference to annual assessment of performance against pre-determined work objectives. I have no proposals at present to extend this system to other grades.
