Question:

114 Mrs. T. Ahearn asked the Minister for Social Welfare when payment of unemployment assistance will be restored to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

Entitlement to unemployment assistance is subject to the condition, inter alia, that a person must be genuinely seeking work and have made reasonable efforts to obtain work.

The person concerned has been in receipt of unemployment assistance continuously since 13 February 1986. Her case was reviewed in February 1991 to ascertain whether she continued to fulfil the statutory condition of genuinely seeking work. As she had made no recent efforts to obtain work, her claim was disallowed by a deciding officer from 10 April 1991.

She appealed against the disallowance on 24 April 1991 and her case has been submitted to the independent social welfare appeals office.

Question:

115 Mr. J. Fahey asked the Minister for Social Welfare when payment of unemployment assistance will issue to a person (details supplied) in County Waterford.

The person concerned claimed unemployment assistance having exhausted his entitlement to unemployment benefit.

Following investigation, a deciding officer disallowed his claim on the grounds that he failed to show that his yearly means did not exceed the appropriate statutory limit for receipt of a qualification certificate. Only those who hold qualification certificates may claim unemployment assistance.
He appealed against the decision to the independent social welfare appeals office. A social welfare officer has been asked to interview him again so that he may have a further opportunity to disclose his means before his appeal is determined.
