Question:

38 Mr. Stagg asked the Minister for Labour if he will consider publishing a White Paper on work sharing; and if he will make a statement on the matter.

The primary aim of Government policy is to facilitate the creation of full-time employment. I recognise that work sharing measures could make a contribution towards the expansion of employment so as to reduce unemployment.

It is clear that new, flexible patterns of work are evolving and that for certain groups, the expansion of part-time and temporary employment, alternative working arrangements, reduced working time, flexible working hours, and job sharing offer many advantages. The adoption of such practices can also contribute to the more efficient functioning of the labour market.

The increased use of work-sharing as a way of distributing employment is primarily a matter for negotiation between employers and worker representatives or individual employees.

The Civil Service, through their job-sharing scheme, have given an example of what may be done in this area. At present, 977 females and 16 males are availing themselves of this scheme. As well, the use of career break schemes has had a beneficial effect in the distribution of employment.

Since this is primarily a matter for negotiation at enterprise level, I do not consider that a White Paper is necessary.
