Question:

205 Mr. Quinn asked the Minister for the Environment if, as part of the devolution of functions to local authorities, he will indicate the precise functions which his own Department will devolve to local authorities; whether architectural design, as distinct from construction cost guidelines, will be devolved to those local authorities which have their own architectural departments; and if he will make a statement on the matter.

Having regard to the provisions of sections 9 and 52 of the Local Government Act, 1991, I am reviewing the functions and additional responsibilities which might be developed to local authorities. As a first step, I intend that local authorities will have more responsibility for matters such as speed limits, other than those on national roads, local traffic and parking controls, group water schemes, local by-laws, and the acquisition and disposal of land. As regards local authority housing, while the controls exercised by my Department relate primarily to cost factors, I intend that these controls should also be reviewed.
