Written Answers. - Road Haulage Competency Certificate.

Question:

244 Mr. Jacob asked the Minister for Tourism, Transport and Communications when an application by a person (details supplied) in County Wicklow for a certificate of professional competence in road haulage which was submitted over two years ago will be decided upon; the reason for the delay in this case; his views on whether the efforts of an entrepreneurial type of small operator to create jobs in one of the most economically depressed areas of the country should be afforded this poor level of support; and if he will make a statement on the matter.

The European Communities (Merchandise Road Transport) Regulations, 1988 included a provision under which persons who could prove that they either operated or managed a lawful merchandise road transport business prior to 1 January 1975, could qualify for a certificate of competence on the basis of this experience.

The person named in the question applied under this provision, but the evidence submitted was insufficient to support the application. Accordingly, a certificate of competence could not be granted in this case. I should add that there has been protracted correspondence between the applicant and my Department in this matter.
