Question:

33 Mr. Stagg asked the Minister for Social Welfare if consultations have taken place between his Department and the Department of the Environment concerning the introduction of rent books; and if this will determine eligibility for rent subsidy.

Landlords of formerly rent-controlled dwellings are required by existing legislation to provide their tenants with rent books. As recently announced by the Minister for the Environment in the "Plan for Social Housing" it is proposed to extend this requirement to the rest of the private rented sector subject to certain limited exceptions such as holiday accommodation.

My Department are at present conducting a review of the guidelines which are issued to health boards relating to payment of rent and mortgage supplements under the supplementary welfare allowance scheme. The question of the use of rent-books in support of applications for rent supplement will be reviewed in that context.
