Written Answers. - Howth (Dublin) Harbour.

Question:

48 Mr. Cosgrave asked the Minister for the Marine if he will take immediate steps to establish a harbour authority for Howth, County Dublin.

Howth was designated a fishery harbour centre under the Fishery Harbour Centres Act, 1968. There is no provision in that Act for establishing a harbour authority.

Question:

49 Mr. Cosgrave asked the Minister for the Marine if, in relation to the ESB power units which are out of order in Howth harbour, County Dublin, he will ensure that they are repaired without further delay; and if he will arrange the maintenance of same on a regular basis.

The power units in question have been damaged from time to time by misuse and the impact of vehicles.

The units have been upgraded and ongoing maintenance is carried out as required.

Bollards have also been placed adjacent to a number of the units to minimise damage being caused by vehicular traffic.

Question:

50 Mr. Cosgrave asked the Minister for the Marine if, in relation to the proposed fish auction hall at Howth harbour, County Dublin he will undertake and ensure that a chill room will be provided for in this development; and if he will make a statement on the matter.

A chill room is not a standard requirement for fish auction halls where quick throughput of fish is expected. It is not accordingly proposed to include a chill room in the development referred to.

Question:

51 Mr. Cosgrave asked the Minister for the Marine if he will give an assurance that a co-operative managed by Howth fishermen will be nominated by his Department to run the fish auction hall at Howth harbour when it is erected.

Responsibility for management of the proposed fish auction hall at Howth will essentially be a matter for my Department. This is the practice with existing auction halls at the other fishery harbour centres. There will, of course, be local consultation before a management plan is adopted.

Question:

52 Mr. Cosgrave asked the Minister for the Marine if, during the herring season on the east coast in August and September, he will ensure that fishermen from other ports do not dump herring in Howth harbour; if he will further ensure that all such boats visiting during the season will be bonded for £1,000 which would be confiscated in the event of the vessel dumping fish in the harbour; and if he will make a statement on the matter.

Every effort will be made to ensure that boats do not dump herring in Howth harbour during the forthcoming herring season which lasts approximately six weeks during August and September. The Deputy's suggestion with regard to bonding will be borne in mind when the management regime for this fishery is being considered.

Question:

53 Mr. Cosgrave asked the Minister for the Marine if, in the future development of Howth harbour as a fishing port, toilet and shower facilities will be provided for fishermen; and if he will make a statement on the matter.

These facilities are being provided in a premises in the west pier.
