Written Answers. - Motor-cycle Insurance.

Question:

180 Mr. Calley asked the Minister for Industry and Commerce if he will outline the categories of insurance cover available to pillion passengers of motorcycles; and if he has satisfied himself with the present situation.

The only form of insurance which a pillion passenger on a motor-cycle would require is personal accident cover, which I understand is widely available on the market.

Insurance for pillion passengers on motorcycles is not compulsory at present and such cover is not available as part of standard motor-cycle policies. However, I understand that, under the Third Council Directive on the approximation of the laws of member states relating to insurance against civil liability in respect of the use of motor vehicles, provision is made for the introduction of compulsory insurance for pillion passengers on motorcycles in 1998. This is a matter which the Deputy may wish to pursue with my colleague the Minister for the Environment who is responsible for the implementation of the directive.
