Question:

255 Mr. Crowley asked the Minister for Agriculture and Food the reason for the delay in processing applications for the special suckler cow grant.

The reasons for the delay were as follows: (a) the EC regulations governing the scheme were not finalised until July 1990 after all other cattle scheme applications had been issued in Ireland, (b) those regulations were so complex that discussions with the EC Commission services were necessary this year to ensure that we were implementing them properly in Ireland and (c) there have been some difficulties in obtaining details of the milk quotas owned by certain applicants so that their eligibility for the scheme and the number of cows on which premium could be paid could be established accurately. These problems have been largely resolved now, however, and payment of 1990 and 1991 grants under this scheme should start in November 1991 with all other 1991 cattle scheme payments.

256 Mr. O'Leary asked the Minister for Agriculture and Food the reason for the long delay in paying a farm installation grant on appeal to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The applicant's case has been re-examined and he has been found ineligible as his holding did not meet the minimum unit requirement necessary under the scheme, the conditions of which are laid down by the European Community.

It is hoped to have this grant paid within the next two to three weeks.
