It is proposed to take Questions Nos. 291, 298 to 300, 302, 303, 305 to 313, 315 to 317, 342 to 345, 349 to 352, 354, 356, 358, 368 and 369 together.
The amounts allocated by the Government to my Department from national lottery funding in 1991 are as follows: £750,000 for the scheme of grants to voluntary organisations in the social services area; £750,000 for community development projects; £500,000 for the scheme of grants for locally based women's groups; and a special allocation of £100,000 for co-operative housing projects for homeless, single parents and the disabled.
Allocations are not made on a county or constituency basis. They depend on the number and nature of the applications received, with priority for areas of greatest disadvantage. Allocations are made following consultation with the relevant health boards where appropriate, and discussions with the voluntary and community based groups involved.
Details of grants approved in the various health board areas are as follows:
Eastern Health Board — £1,144,399: 70 under the scheme of grants to voluntary bodies (£340,119)*; 169 under the scheme of grants for locally based women's groups (£303,280)*; 11 under the community development projects (£431,500); 3 under the co-operative housing scheme (£70,000).
* Includes grants to a number of national organisations.
Mid-Western Health Board — £61,180: 7 under the scheme of grants to voluntary bodies (£34,180); 16 under the scheme of grants for locally based women's groups (£27,000); 1 community development project — see Note A.
Midland Health Board — £27,450: 7 under the scheme of grants to voluntary bodies (£16,250); 11 under the scheme of grants for locally-based women's groups (£11,200).
North-Eastern Health Board — £84,555: 11 under the scheme of grants to voluntary bodies (£58,855); 17 under the scheme of grants for locally based women's groups (£25,700).
North-Western Health Board — £120,000. 9 under the scheme of grants to voluntary bodies (£30,000); 39 under the scheme of grants for locally based women's groups (£32,450); 1 under the community development projects (£50,000); 1 under the co-operative housing scheme (£7,000).
South-Eastern Health Board — £146,100. 12 under the scheme of grants to voluntary bodies (£52,650); 21 under the scheme of grants for locally based women's groups (£16,450); 3 under the community development projects (£77,000).
Southern Health Board — £274,150. 24 under the scheme of grants to voluntary bodies (£100,900); 31 under the scheme of grants for locally based women's groups (£31,750); 4 under the community development projects (£126,500); 1 under the co-operative housing scheme (£15,000).
Western Health Board — £191,370. 9 under the scheme of grants to voluntary bodies (£67,000); 41 under the scheme of grants for locally based women's groups (£51,370); 2 under the community development projects (£65,000); 1 community development project — see Note B; 1 under the co-operative housing scheme (£8,000).
Fewer applications were received from the Midland Health Board area than from other health board areas. This issue is currently being examined within my Department with a view to increasing the number of applications made in the future by voluntary and community based groups in this region.
Note A
In addition to the grants referred to above, a major project is being co-funded by the Exchequer and the European Commission for a full year period under the Third EC Poverty Programme. The Paul project which is located in the Mid-Western Health Board area, receives overall funding of about £350,000 per year.
