Written Answers. - Allocation to Voluntary Organisations.

399 Mr. Allen asked the Minister for the Environment if he will outline the amount of the £600,000, which has been allocated for section 10 of the Housing Act, which has been paid out to voluntary organisations; and if he will ensure that there is not a repeat of the situation of the past two years when the bulk of the allocation was returned to the Exchequer.

400 Mr. Allen asked the Minister for the Environment if he will outline the total allocation in 1991 in respect of emergency accommodation for homeless persons under section 10 of the Housing Act, 1988; if he will futher outline the amount of this allocation which has been paid out to voluntary organisations up to 30 June 1991; and if he will provide a breakdown of the amounts involved.

401 Mr. Allen asked the Minister for the Environment if he will outline the total allocation in 1991 in respect of emergency accommodation for homeless persons under section 10 of the Housing Act, 1988; the amount of this allocation which has been paid out to voluntary organisations up to 30 September, 1991; and if he will provide a breakdown of the amounts involved.

I propose to take Questions Nos. 399, 400 and 401 together.

The provision in my Department's Vote for recoupment in 1991 of expenditure incurred by housing authorities in relation to accommodation etc., for homeless persons under section 10 of the Housing Act, 1988 is £600,000. No payments are made from this provision direct to voluntary organisations. As indicated in "A Plan for Social Housing", the financial arrangements which housing authorities may make under section 10 with voluntary bodies providing accommodation for homeless persons have been adjusted to ensure that available funding is utilised in a flexible and effective manner. The new arrangements have been notified to housing authorities.
