484 Mr. Durkan asked the Minister for the Environment if he will outline the steps he intends to take if any to alleviate the traffic chaos in Maynooth, County Kildare; if his attention has been drawn to the urgency of the need to implement the N4 by-pass immediately; if his attention has further been drawn to the plans for the completion of road realignments/ improvements on the existing N4 at Laraghbryan, Maynooth; when he expects these works to be completed; the reason for the delay with the completion of these works; and if he will make a statement on the matter.

Question:

486 Mr. Durkan asked the Minister for the Environment when he expects work to commence on the Leixlip to Kilcock N4 by-pass; if it is intended to proceed on schedule with the provision of this by-pass; if he will confirm the availability for the necessary funds now and in 1992 for such work; when it is expected that the project will be completed; and if he will make a statement on the matter.

I propose to take Questions Nos. 484 and 486 together.

Work on the Leixlip-Maynooth-Kilcock by-pass will be undertaken under two main civil engineering contracts. Contract one involves the provision of approximately 10 km. of two lane motorway, 1.3 km. of single lane carriageway, an interchange at Straffan Road, five other bridges and associated works on the line of the by-pass between the Maynooth-Celbridge Road and a point about 3 km. west of Kilcock. The acceptance of a tender for this contract was approved by me on 12 August 1991 and it is now a matter for Kildare County Council to complete the necessary legal formalities and get work underway.
Contract two will involve the balance of the civil engineering work and contract documents for this work are expected to be submitted to my Department for approval in the near future. There will be no undue delay in approving these.
This scheme will be fully funded by road grant. The by-pass, when completed in the spring of 1995, will replace the existing stretch of the national primary route N4 which will then serve local traffic only. In the circumstances, it is not the intention to finance further improvement work on the existing route at Laraghbryan, Maynooth by direct grant from my Department. It will be open to Kildare County Council to finance such work from their own resources, supplemented by the annual discretionary grants from my Department.
