715 Mr. Yates asked the Minister for Tourism, Transport and Communications the number of applications for road freight carriers licences that have been refused since the regulations came into force in 1986; whether there are any quantitative as well as qualitative restrictions on the number of licences issued; and if he will make a statement on the matter.

716 Mr. Yates asked the Minister for Tourism, Transport and Communications the number of road freight carriers licences which have been issued each year since the introduction of the licensing scheme; and if he will make a statement on the matter.

I propose to take Questions Nos. 715 and 716 together.

Since the present licensing scheme came into operation in 1986, eight applications for licences have been refused. I should point out, however, that it is the normal practice that where all of the relevant documentation is not forwarded by the applicant, the incomplete application is returned to the applicant. Not all of these applications are subsequently pursued by the applicants.

There are no quantitative restrictions on the number of licences issued.

The following numbers of road freight carrier's licences have been issued under the present licensing scheme: 1986, 211; 1987, 481; 1988, 207; 1989, 738; 1990, 966; 1991 to date 677.

Licences lapse after three years. In such cases, new licences are issued on application provided the requirements continue to be met.
