Written Answers. - Sanctions Against Regime in Haiti.

Question:

66 Mr. Gilmore asked the Minister for Foreign Affairs if the Government will propose sanctions through the United Nations against the regime in Haiti if they do not allow the return to power of President Aristide.

Ireland together with its partners in the European Community is greatly concerned at the military coup which has taken place in Haiti against the country's first democratically elected President. Ireland joined its Community partners in a statement on 3 October unreservedly condemning the coup. Together with its EC partners Ireland subsequently co-sponsored a resolution, adopted by consensus at the United Nations General Assembly on 11 October, which demands the immediate restoration of the legitimate Government of President Aristide, together with the full application of the national Constitution. Pending that restoration, the European Community and its member states have suspended their economic assistance to Haiti.

At present, Ireland together with its Community partners is examining further measures which might help to bring about the reinstatement of the legitimate authorities in Haiti. We are also following closely the discussions which are currently taking place to that end between representatives of the Organisation of American States and the coup leaders. Decisions in regard to further measures will be taken in the light of the outcome of these developments.
